Default High level Armor to reduce bloodlet (PvE)

Just an idea out there. Considering how old armor that is *significantly* (2k+ more hp total) tempered will always be a better choice than higher level untempered armor for pve, due to the fact that bloodlet takes an irreducible amount of hp from the target, how about making your high level armor significantly reduce the bloodlet damage?

If the higher leveled armor reduced the bloodlet damage, then people can actually wear their higher level gear as opposed to their tempered gear to boss runs/pve.

E.g., I have an 84 tempered suit to bring me to 10k total hp. I have a 99 suiting that is extremely beautiful, but it only brings me up to 7k hp total. I never use my 99 suit (due to the lack of tempers) even though it should be better. Since bloodlet takes hp, 300 more ac means nothing if the bloodlet rise too fast.

Just a thought.

For slow effects, use the slow % but as a negative.

Just repeat for multiple effects.

DO NOT multiply by 1+slow% to get your new delay. 1*1.4 is not the same as 1/0.6 and your answer will be wrong.

how about AC affects mob bloodlets? that would help balance out high end PvE without severely crippling lower end PvE even more
