No rune access for civilians
You should have made a rank in which you can still pay taxes and use runes without warring...I don't care much but I can foresee a mass of complaints about this cluttering chat.

There's not a rank for that but there's a method: Join a clan that doesn't war [much].

I suspect that Jeff isn't looking for a poll on this issue, but my take is that if you are not willing to accept the consequences of war, then join a clan that has no intent of going to war. OK, this will limit you to rank 1 runes, but you shouldn't expect the benefits of rank 2 runes won through war if you are unwilling to fight.
(Just my 2 cents)

Like I said I don't care too much about this, clans are made for warring imo. The problem I see is low levels getting demoted to civilian, then leaving the clan because they can't use runes, thereby costing the clan RP. Just my opinion
Edit: Maybe add something so that players cannot leave a clan while a clan war is in progress?!

Awesome patch Jeff.
Let the whiners whine. It's about time the PvP/Clan war system got some attention and tweaks.
And agreed Stang..locking in the ranks or players leaving after war has been accepted between clans would be an inherent RoE within the system.
Prefer locking in the ranks, as preventing players from leaving just seems too Gestapo

What needed to be taken into account is that not everyone was a civilian to avoid war, I personally asked to be kept a civilian to avoid paying taxes, as unlike a large portion of the Level 70s population, I do not have 1-3 alts that I can use to farm, and losing 50% of the already meager gold drops due to taxes is to difficult to keep up with. Compare that to the costs of just about everything skyrocketing coupled with there being as of yet any sort of increase in gold drops and mixed with what increase there is in Epic's prices being wasted on overpriced TC's which you need to get the drop in the first place. Its becoming a vicious cycle. Im not trying to be a complete cheapskate, Ill donate via the donation link to my clan when I have the funds available.

I believe that the reasoning is not true if you are in a clan with good runes. If you have access to the 6% extra hit, 4% extra crit, a gold rune and extra damage, ... your fights will be way faster, and thus resulting in a win. Runes are way cheaper than any epic effect.
The problem is of course that there are a zillion clans with the same cheap runes. So in an ideal world it would be better to see smaller clans merge into bigger powerful ones with access to good runes. Then it will be definitely worth it to offer some gold for those runes.

I can imagine. To force members to pay a 50% clan tax is completely insane.
The way I see it, sucking half of the gold out of all of the members in a clan would actually serve to slow that clan's progress in the long run. With that much of a gold sink, the members' ability to purchase effective & competitive gear would be severely crippled.

In Givvy's case, as with a lot of people, he is in multiple clans. The combination of the two is what leads to the 50%, not from a single clan.
