[16-19] is to avoid lv. 20 dual-wielders bashing those who are a lower lv.

[60] is because they've had time to perfect their skills and have a huge advantage.

just realized that's the day of the superbowl, i recommend moving the date to the following sunday, i doubt that many people will be here if its during the superbowl. or you could move the tourney ahead 1hr, since the superbowl starts at the same time, then people will be here for the tourney, then can leave to watch the game.
