bash for shield archers

As i understand, bow users are mention to be hybrid classes with some late patches that affect them
so, we are already penalized if we use shiled or whip with 20-25% speed losing, double for dual whips or whip+ shiled, why shield skills bash and improved bash dont work for shiled users who use archery as they main atack?
i think losing testudo because you hope for ambush-trishot on opening is punishment enough
you dont need to be archer to have benefit of ambush+trishot (also poison/burn dmg in it), every BM or 2h can use it on opening because they dont need to open with melee to keep testudo like melee shield users

My point - make bash/improved bash work on all shield users, no matter what kind of attack they do

How would you bash with a shield when using a bow? The fact that there's a whip bonus when auto shooting is silly enough, I mean can you honestly hold abshield and,whip and,shoot arrows at once? If your whips on your belt how do you whip youtbpet?

this is game not real life

same as staff users cant cary bow and quiver or cant have 1H staff with shield
or cant attack civilians in wared clan, if you compare it with real life most of dead in wars are civilians and they cant be atacked here
