Default Jester CA
Not sure if this works as intended but when I proc the jester CA, I am still able to draw my gem from the pouch and cast it immediately after.

It only works if the gem is already out ready to draw.

Hmm, yes, to delay gems that are not yet born, but in the birth canal...
